Those present were welcomed and introductions were made around the table.

The Applicant confirmed he had no objections to any member of the Panel and that he had received a copy of the Licensing Officer’s Report that morning. 

Members of the Panel confirmed that they had no prior knowledge of the Applicant.

Councillor Butler was elected as Chairman of the Panel.

There were no declarations of interest.

It is considered that information contained within this report and appendices contain exempt information under the meaning of Schedule 12A of the Local Government Act 1972, as amended, and therefore cannot be made public.

It was agreed that the public be excluded from the meeting during the following item to avoid the disclosure of exempt information within paragraphs 1 and 2 of Schedule 12A of the Local Government Act 1972.

The Licensing Officer summarised the case relating to a renewal Hackney Carriage Vehicle licence application where the vehicle had surpassed the age limit set out in the Council’s Taxi and Private Hire Policy.  It was confirmed that it was for the Panel to determine what action was appropriate based on the information heard.  The decision would not impact the Policy or any future decisions made, which would all be taken in their own merit.

The meeting was adjourned at 11.21 am to be reconvened on 27 March 2024 at 3.00 pm to enable the Panel to view the Applicant’s car, which was undergoing repairs at a garage at the time of the Panel Meeting, and to view further documentation requested by the Panel to assist in the determination of the Appeal by the Applicant.

The meeting reconvened on 27 March 2024 at 3.05 pm when the Panel viewed the Applicant’s vehicle and examined copies of receipts for new tyres which had been fitted to the vehicle in question. 

The Panel retired at 3.15 pm and reconvened at 3.27 pm.

The Chairman read out the Decision Notice when it was noted that the application for the renewal of a Hackney Carriage Vehicle licence had been granted to run from 23 February 2024.
