CHAIRMAN'S ANNOUNCEMENTS

The Chairman had two announcements:

1. Planning Conditions

A Member of the Committee had previously raised concerns to him, as Chairman of Planning Committee, regarding the enforceability of planning conditions. These conditions and the processes involved will now be reviewed by the relevant teams. This review is expected to take several months to complete and when appropriate the findings will be conveyed to the Committee.

2. Planning Appeal – The Bell Public House, Odiham

The Chairman explained that an Appeal hearing will be held on 19 September for The Bell Public House in Odiham. Four applications, two for planning

permission and two for listed building consent, were previously refused by the Planning Committee which was an overturn of Officers’ recommendations.

The Chairman confirmed as this was a decision of the Planning Committee which was contrary to the Officer’s report that a Member of the Planning Committee needed to attend the hearing. The Chairman confirmed that this would be agreed outside of the meeting.

A Member questioned what the grounds were for this planning appeal.

The Development Management & Building Control Manager confirmed that the applicant was appealing all four decisions that were determined by Planning Committee and that the reasons related to the loss of the public house and car parking.

A Member queried why Members are not being updated on all planning appeals.

The Executive Director - Place confirmed that planning appeals normally reported to Planning Committee and the usual procedure is to notify the relevant Ward Members.

The Member believed that he had not been made aware of several Planning Appeals that were in his Ward. He continued that he would like Planning Committee to be informed of all Planning Appeals in the future.

The Development Management and Building Control Manager is looking at the Council’s process on how and when Members are updated on Planning Appeals.

Minutes:

The Development Management and Building Control Manager summarised the application as demolition of conservatory, new porch/bay pitched roof and change of external materials from tile hanging to render on front elevation, new side utility room window.

A Member questioned if there was a change to the garage or parking situation and the Development Management and Building Control Manager confirmed there were no alterations proposed to the garage.

The Ward Member summarised that he was content with the application and Officer’s recommendation.

The Committee undertook a recorded vote which was unanimous, and GRANT was carried.

DECISION – GRANT.
