CHAIRMAN'S ANNOUNCEMENTS

Minutes:

The Chairman expressed sorrow about the death of Councillor Wheale informed members that they would have an opportunity to remember Councillor Wheale at the next full council meeting.

PRESENTATION BY FRIMLEY HEALTH AND CARE ICS

Presentation from the Chief Executive Designate and Frimley ICS Programme Director on the latest news from Frimley Health and Care ICS (Integrated Care System) and how it will benefit Hart and its residents.

Minutes:

The Chief Executive Designate and Frimley ICS Programme Director gave a presentation on the latest news from Frimley Health and Care ICS (Integrated Care System) and how it will benefit Hart and its residents.

 

Discussion took place on the new integrated system and its cost, boundaries and a council representation on the board.

Members thanked Ms Edwards for her interesting and informative presentation.

CHAIRMAN'S ANNUAL REVIEW OF THE WORK OF THE COMMITTEE pdf icon PDF 507 KB

To consider the Chairman’s draft report to Annual Council on a review of the work carried out in the past year by Overview and Scrutiny Committee.

 

RECOMMENDATION

 

That Members note the report and the subsequent actions taken.

 

Minutes:

The Chairman stated that she would be giving a full account at the Annual Meeting next month. It was stated that all the service panels set up had been well received, these panels had worked well across parties and with officers.

REPORTS FROM REPRESENTATIVES ON OUTSIDE BODIES pdf icon PDF 156 KB

To inform the Committee of members’ work in 2021/22 as representatives of the Council on outside bodies.

 

A summary of reports from the Council’s representatives on external bodies for 2021/22 is attached as Appendix 1. 

 

RECOMMENDATION

 

Members are requested to:

 

·       consider the effectiveness of current partnerships and external representation in meeting the Council’s priorities, and to note the information. 

·       make recommendation to Cabinet where appropriate.

The Committee was informed that Members that had submitted reports had commented on how they found the experience worthwhile. However, it was noted that over 50% of representatives had not submitted reports.

 

Discussion took place on the value of participation on all of the bodies. It was suggested that Cabinet should consider how to enhance the value of Hart’s representation on these bodies; it was suggested that the inclusion of Non-Cabinet members may improve engagement.

 

Comments were made as to whether an audit of the list should take place with a view to removing any dormant groups.

 

Concern was expressed about the increased air traffic in and out of both Farnborough and Blackbushe airports. Members agreed that there should be stronger representation of Hart residents on the FACC.
